Solar grid connection approval in Brazil step by step: the definitive guide to meeting deadlines

The installation is finished, but without approval the customer offsets nothing. The complete process — access request, access opinion, inspection and meter — and the deadlines to keep it moving.

Installing is half the job. Without approval (homologação) by the utility, the system generates but the customer receives no energy credits — and the frustration lands on you. Knowing each stage and its deadline keeps the process on track and the customer happy.

The stages, in the right order

  1. Design and documentation: single-line diagram, ART/TRT, datasheets of the equipment (INMETRO-registered) and the access request form.
  2. Access request to the utility (through its portal).
  3. Access opinion: the utility approves (or lists pending items) and sets the connection conditions.
  4. Installation of the system according to the approved design.
  5. Inspection request once it is finished.
  6. Inspection and meter replacement with a bidirectional meter.
  7. Connection and start of energy compensation.

Deadlines: what the regulation provides

Deadlines are regulated (Law 14,300 and ANEEL Normative Resolution 1,000/2021) and vary with system size. For micro-generation (up to 75 kW) the deadlines for the access opinion and inspection are shorter; for mini-generation (above 75 kW up to the distributed generation limits) they are longer, especially if grid works are needed. Deadlines count in business days and each utility may have its own particularities — always check the local utility's procedure.

How not to miss deadlines

Delays almost always come from avoidable pending items: wrong documents, inconsistent data, incomplete designs. Build a checklist and check it before every submission. Follow up the request actively — the utility will not warn you, you have to chase it. And tell the customer about the stages and realistic deadlines from the moment of sale, so they do not expect to "switch on and save" immediately.
