Serves the city of São Paulo and its metropolitan area (formerly Eletropaulo). The request is 100% online through the portal; the bidirectional meter is swapped by the utility itself after the inspection.
Step by step
- Design and documentation. The installer sizes the system and gathers the technical documents: the ART/TRT of the responsible professional, the single-line diagram, the technical description and the datasheets of the inverter (with INMETRO record) and modules.
- Access request. The request is filed on the utility's portal, with the access request form, the consumer unit holder's documents and a recent electricity bill.
- Access opinion. The utility reviews the design and issues the access opinion within the legal deadline — approving it, listing requirements to fix or, when the grid needs reinforcement, indicating works.
- Installation. Once the opinion is approved, the plant is installed exactly as designed: modules, inverter, protections and the grid connection point.
- Inspection request. When the installation is finished, the installer requests the inspection from the utility — also subject to a legal deadline.
- Inspection and connection. The utility inspects the installation and, if everything conforms, swaps the meter for a bidirectional one and connects the system. The plant starts earning energy credits: it is approved.

Deadlines
For micro-generation (up to 75 kW) without grid works, ANEEL Normative Resolution 1,000/2021 sets reference deadlines of 15 days for the access opinion, 7 days for the inspection and 7 days for the connection, each counted from the respective request. Mini-generation and projects that need grid reinforcement take longer.
